I thought it should be fairly cheap to start and I bought a load of material as a starter kit and then a good vice and other tools.
In hindsight the best way is to buy as needed to start with. Decide the flies you want and then buy just those materials. Don't skip on the vice, and you will need a couple of bobbins, good scissors, and I find the hackle pliers are useful.

This will give you some insight into the tools, techniques, and the materials required.
Canadian Tire have a basic kit and some materials.
eBay is a good place to get materials if you really get into it, road kill is another source.

i agree with mr jeff. get a decent vice, good sissors and the other basic tools. i think you could do better dollar wise staying away from the kits as they include a bunch of odds and ends you may never use.
pick some fliew and buy the materials. for example i was tieing a lot of bucktails this winter. a bag of deer tail peaces died cost about $8 for 4 or 5 colours. 3 coulours of chrystal flash cost $20. thread and nail polish and paint for the eyes another $10. hooks $10 for 50 hooks.
yes, it is a bit of money. i tied 50 for myself and friends. simple math says they cost me $1 each for materials and i still have enough left to tie another 100 if i buy hooks. they are worth $8 each in the stores.
you can tie some chironomids for a very small amount and have fun doing it. it is satisfying to catch a fish on a fly you tie!
