they should have officers stationed at the boat launches till at least an hour after dark. They'd probably catch a few over the limit with fish and alcohol.

ONE YEAR THEY HAD FISHERIES AND POLICE DOING A ROADBLOCK AT THE SAME TIME. YOU HAD TO GO BETWEEN THEM TO LEAVE. IT WAS SET UP VERY WELL FOR THEIR PURPOSE. AND THEN WHEN THAT LINEUP ESCAPES, THEY CAN GET ALL THE NIGHTIME POACHERS TAKEN CARE OF
