This is a rule "the bucket brigade" doesn't want to get it. They always argue that they should have the same "rights" with a fisherman in a boat. The problem is with the space occupied by a fisherman from shore: with one rod, only the space in front of you, with 2 rods at least twice the space plus the space in between. Most of the lakes, have the length of the fishable shore short with few hot spots, and this rule makes room for more fishermen on a spot. From a boat there is no such problem, and you are allowed to fish 2 rods. If they want to fish 2 rods they should buy an inflatable, at least.

As long as you are alone in your boat, you are able to use two rods.
