Could someone explain to me where the link is to post a new report???

I had the same problem. Info I was given is as follows, and it works.
First, you should select a place from a Trip Planner and then Submit Report.
If the fishing place is not in the list, you may just say a few words in the general forum.
To review recently posted reports - just click Search.
