Hi, been to Skagit a couple times but never drove down to the lake, do you have to cross the border down there or how does it work? is the camp on the Canadian side?

if you look on a map i believe ross lake is in the states but i could be wrong,

Ross is about 10% on the Canadian side. If the water is up (and it should be) there's easy access to the lake without crossing the border via the campsite. Boat launch and camping are on both canadian and us side, take your pick, but you can only fish on the canadian side. I don't think I've ever gone to Ross and not had a good days fishing. They hide in the stumps so if you get a hit and he doesn't stick chances are he'll hit again in the same area.
