I was looking through the regs, and looked at the chumming prohibitions. While looking I noticed that it stated it was illegal to "deposit" a material to attract fish. However I was unsure if PVA bags and pack bait were included in this. If anyone could help me clarify it would be greatly appreciated.

Chumming
... attempting to attract fish by
depositing any substance in the water, is
prohibited.
You're still chumming even though the bags disintegrate, you are still baiting the area.
