Small spinners like panther martins and mepps held in the current are great.Tip them with a worm where regs allow. Pick out rivers with hatchery steelhead programs.Most rainbows in lower mainland rivers are either young steelhead or steelhead that decided not to leave.Keep an eye out for clipped adipose,any young wild steelies should be treated extra nice. For flies,all species of fish at this time of year will be on the lookout for salmon fry.Any minnow pattern should do ok.The hard part is keeping it in the zone for any length of time.As things warm up look for the bugs hatching
