I have been putting in a lot of hours the past 2 weeks trying to catch myself a Salmon (Coho, White Chinook, Chum or Sockeye) and have been either doing it all wrong or having HORRIBLE luck.

I go to the North arm of the Fraser to River Road and cast spoons and spinners. Sometimes I try spin N glo on a bar rig, sometimes I try floating the spoons/spinners/spin n glo. I usually try to go when the tide is low and coming up but I try at all random times and don't even get big bites. I don't think I have even seen salmon jumping.

I know bait is illegal right now so I don't use any. I still haven't caught a freaking salmon this year (first year really putting time into fishing in my life). Every time I catch a Peamouth I get a little bit closer to slitting the things throat and throwing it back in (joking lol).

I notice when I cast lures I have to reel in fast or it hits the bottum. I can fix that by putting less weight on but then It doesn't cast more then 15-20 feet.. Is the tidal portion of the Fraser this hit and miss?

Yes - especially this time of year when its not a Pink year. Give it a month and the Coho & Chum numbers will pick up - right now its a crap shoot (at least for salmon). Unless you've got a boat, then its a different story
