I know these lakes are closed to fishing but why are they stocked with Carp ?

That's odd! They are identifying carp as a strain of rainbow trout, I think the hatchery people need a little more education...lol. I didn't know twin lakes was closed 'til you brought it up, maybe they are doing some kind of research...like developing a new freinkinfish strain called "carp rainbow trout", lol.
