Fishing for cutties is getting hot right now. And it is all about "leg work". You have to visit several known spots to find the fish. They are already chasing salmon fry and move quickly from one place to another. Dewdney Slough is a good bet as well as Nicomen, Maria and other places with slow and preferrably clean water. Just watch the surface for several minutes - you will be able to spot them.
As for putterns - generally minnow (with red head) or wooly buggers. But don't forget, it is a trout and will go for hatching insects as well.
