If you head south through the Massey tunnel the first exit going right (west) is river road. Drive along river road and at the first set of traffic lights you are at one pump station. Keep on river road until you hit a T junction and are forced right or left and you are at the second pump station.

You can fish both pump stations and usually you will find some folks there already. Other than that, take a drive and find the rest of the spots (the park, behind save-on etc) - doesn't take too much effort but it's easier if you have the street guide.

I live in Tsawwassen, which is five minutes from Ladner. That slough is dictated by the tides, so just as a heads up, don't be surprised if that water is like only three feet deep if you go there sometimes. Also, the carp are very migratory in there and travel in schools. I guess the best way to describe them are as like, I don't know, gross cutthroat, hahahaha. Just another heads up, some of them are like submarines, so they are rediculously huge. Also, please respect private property, signage, and the locals that walk their dogs through respective parks. If this slough ran through the forrest I wouldn't care so much, but like, it runs right through the town, so there are always people around. Just be careful. Dough-baits are the ticket in there though, and make sure you super smell them up.
