Sorry for the dumb newbie post but I need to know how to set up my line for casting off a dock. I've been told to let my weight sit on the bottom and have my bait float up (powerbait I'm assuming) about 4 feet up so it clears the weeds. My question is, do I need a 3 way swivel to do this or can I just sorta tie a weight to my line and then add a 4 foot section right after that to let it float up a bit? Any help or even diagrams or something would be greatly appreciated.

Fishing off a dock in that fashion is one of the simplist and purist ways of fishing. And because of that, you should KISS. That said, Keep It Simple, Stupid (no offense, thats how the saying goes). From your line attach your hook. After you've decided how far off the bottom you want your bait to float, put some split shot on that far away from the hook. Split shot are cheap, simple and effective, and come in varying degrees of size and materials. Lead is the most popular, along with steal and then tungesten.

As stated above ... but make sure the bait you are using floats ... otherwise you will have a tangled mess of line on the bottom of the lake
