Hey. Which Skagit River are you talkin about?
If your talkin about the one in Manning Park, any samll dry will work during september. If you know anything about fly fishing (like insects), Mayflies are the key to success right now. take a wide variation of them (spinners, cripples, trico's, spent wings). Also, take a few green drake patterns with you. All your flies, including your wets should be anywhere from #14-#10.
Streamers should be general, such as Woolly Buggers, and sculpin patterns (eggsucking leeches are a must) if you want to hook into the Dolley Vardin, or the odd and far-seen brook trout that also make up this system.

Thats all I can really tell you for now. Oh yeah, take along a floating line, and maybe a sinktip if the water is REALLY high. If its okay, then you can nymph fish the river with a long leader and your dry line. 5wt is good, unless specifically wanting to hook into the Dollies, then you might want to take a six cause of the current.

I dont know anything about Ross Lake, so I can't tell you much about it.
Tight Lines!
